America's newest veterans are filing for disability benefits at a historic rate. Government officials say that 45 percent of the 1.6 million veterans from the wars in Iraq and Afghanistan are now seeking compensation for injuries they say are service-related. Officials tell The Associated Press that's more than double the estimated 21 percent who filed such claims after the earlier Gulf War in the 1990s.
These new veterans are claiming an average of eight to nine ailments such as bad backs, hearing loss or post-traumatic stress. By comparison, Vietnam veterans are receiving compensation for less than four ailments and veterans from World War II and Korea, about two.
Experts say the weak economy in part may be leading to more claims. Also, many veterans have multiple injuries from bomb blasts.

ENGLEWOOD, Colo. (AP) ? His passes were hitting receivers in stride and right between the numbers, not skipping off the ground or whizzing behind their heads like so many of Tim Tebow's.
The Denver Broncos got their first real taste of Peyton Manning on Monday with a spirited, fast-paced workout, the four-time MVP's first full practice in more than 16 months.
"It felt good to be out there. It's been a while for me," Manning said. "It's been about a year and a-half since I've been in uniform, been in an organized practice. So, it felt good to be out there. And it will be a good film to study."
Monday also was the first chance for the media to get a look at the progress Manning has made since a series of neck operations sidelined him all of last season and led to his release from the Indianapolis Colts.
And Manning looked great, showing zip and accuracy on his passes, comfort under center, complete command of his offense and no ill effects from the nerve injury that caused weakness in his throwing arm.
"Man, it feels good to know he's going to be on my side because what I saw today, he's going to give us some good work," star cornerback Champ Bailey said. "And we might not see a quarterback like that all year."
Manning became the most prized free agent in NFL history following his release from the Colts after 14 seasons. His signing in Denver led to Tebow's trade to the New York Jets, despite a thrilling run to the playoffs guided by the younger QB.
The Broncos and a handful of other suitors watched Manning throw during his whirlwind free agency tour in March, but before Monday, reporters had to rely on his receivers for updates on his progress. Manning had refused to talk about it.
"Well, you guys got to see him today," tight end Jacob Tamme said.
And he looked like the Manning of old. His throws, most of which were intermediate, were strong and on target. His only deep pass was true, too, hitting Matthew Willis in stride before being broken up by cornerback Tracy Porter at the goal line.
Watching his pinpoint passes zip around Dove Valley, one never would have guessed he'd been forced to take a sabbatical and go under the scalpel multiple times since his last game, a wild-card playoff loss to the Jets in January of 2011.
"Oh, no. Absolutely not," Bailey said. "You know, it's not live, but from what I see right now, the guy hasn't missed a beat."
Coach John Fox said Manning's "getting better every day."
And so are the Broncos, on account of Manning's presence.
"He definitely raises all boats, that's for sure, and that's not just with the young players, (but also) the veterans," Fox said. "We're excited where that is and what's he's done to raise those boats."
Eric Decker and Demaryius Thomas and the other young receivers have all been refining their route-running so as not to endure Manning's famous wrath.
"Well, I think they're on their way," Bailey said. "Obviously, I want to help them as much as possible, try to sharpen their routes up and things like that, but one thing about them is they get open a little bit, they're open a lot to him. That's one thing that's a big difference this year."
Manning wouldn't gauge the progress he's made in his two months in Denver, first during private workouts at local high schools and then at the team's training facility.
"It's hard to say. I try to get better every day, you know, that's my goal and I really need to use this time," he said. "I do think there's a difference when you are on the field in helmets going up against a defense. Up until now, we hadn't been able to go against a defense. So, this will be great work for me going against Champ Bailey and Von Miller and Elvis (Dumervil) and (Tracy) Porter, Drayton Florence.
"We've got three great cover corners to work against. So, until now we've been kind of throwing passes versus air, and you can work on your timing with receivers but it's a great test to go against these corners."
Manning is clearly more concerned about ironing out the wrinkles in his new offense than what fans seem to be harping on: his health status.
"I've always believed you develop your timing for your passing game in the offseason, I don't think you can just show up in September and expect to be on the same page," Manning said. "So, what a great opportunity for these receivers going against these corners. I mean, if you can't get better going against some of these top cover corners, then it's just not meant to be. So, it's a great challenge for everybody."
Monday marked one signpost. Up ahead is putting on the shoulder pads, training camp, taking that first hit in the preseason.
"There's no question it's a different mentality for me in these OTAs than it has been in other years because of all the changes," Manning said. "But I look forward to the challenge and I just can't tell you how important these OTAs are. I think they're important for everybody. But when you're a new player, on a new team, certainly coming off an injury, I think they certainly take added importance, and I thought today was an excellent start."
Notes: After practice, Fox went for a ride-along with the Air Force Thunderbirds. ... Among the no-shows for the voluntary workout was DT Ty Warren, whom the Broncos are hoping takes a pay cut, and LB D.J. Williams, whose DUI case ended in a mistrial Monday.

NATO leaders mapped a path out of the unpopular war in Afghanistan, backing plans to hand Afghans the combat lead from mid-2013 while vowing to stand by them as they seize their own destiny.
In a Chicago summit declaration, US President Barack Obama and his NATO military allies ratified an "irreversible" roadmap to "gradually and responsibly" withdraw 130,000 combat troops by the end of 2014.
But they also ordered military officers to begin planning a post-2014 mission to focus on training, advising and assisting Afghan troops to ensure the government can ward off a stubborn Taliban insurgency.
"As Afghans stand up, they will not stand alone," Obama told the gathering of more than 50 world leaders, focused on ending a decade of war that has left over 3,000 coalition soldiers and tens of thousands of Afghans dead.
Afghan President Hamid Karzai, who attended the talks, sought to reassure nervous allies that the sacrifices made on all sides would not have been vain, maintaining Taliban Islamic militants could not recapture power.
"The Taliban may have the ability to launch attacks, to explode IEDs (improvised explosive devices), to send suicide bombers. But for them to come and take over the country and take it backwards, no," Karzai told CNN.
"Afghanistan has moved forward, and Afghanistan will defend itself. And the progress that we have achieved, the Afghan people will not allow it to be put back or reversed."
But in a sign of growing frustrations with the dragging conflict, France's new President Francois Hollande said his country had done "more than its duty" since the 2001 US-led invasion ousted the hardline Taliban leadership.
And a row over re-opening Pakistan supply routes into Afghanistan to NATO convoys also lingered, although Obama and NATO chief Anders Fogh Rasmussen seemed optimistic the issue would be resolved.
"We are actually making diligent progress on it," Obama told the final press conference ending the two-day unprecedented summit.
French officials said a calendar for withdrawing French troops by the end of 2012 -- a year early -- would be drawn up within the next 10 days, as Hollande signaled reluctance to stump more cash for Afghan security forces.
The 28 NATO leaders and their 22 partners in the war, as far afield as Australia, Georgia and South Korea, issued a final statement saying Afghans will be in "lead for security nationwide" by mid-2013.
Though NATO troops will gradually shift focus to training and support, alliance officials stressed foreign soldiers would still participate in combat operations when needed until late 2014.
The summit gave Obama a platform to show a war-weary American public that he has global support for plans to end the war ahead of a tough re-election campaign against Republican Mitt Romney in November.
NATO leaders also sought to reassure Karzai that the international community would not abandon his country once the combat troops are gone.
The 50 nations involved in the war endorsed a US plan to provide $4.1 billion in annual security aid to Afghanistan and reduce the size of Afghan forces from a peak of 352,000 to 228,500.
The United States has offered to pay half the bill while the international community is expected to fund the rest. But the summit declaration makes clear that the security aid will not last forever.
The declaration says the Afghan government's share of the bill will increase progressively from $500 million in 2015, "with the aim that it can assume, no later than 2024, full financial responsibility for its own security forces."
Canada agreed to continue funding Afghan forces until 2017, officials said, contributing some $108 million annually for three years beyond 2014.
"Canada will honor its commitment and complete its current training mission but our country will not have any military mission in Afghanistan after March 2014," Prime Minister Stephen Harper said.
Obama also met briefly with Pakistani President Asif Ali Zardari, in a bid to try to resolve the issue of access to the supply routes closed in November after a botched US air raid left 24 Pakistani soldiers dead.
To ferry troops, food and equipment into Afghanistan, NATO has relied on cargo flights and a more costly northern route network through Russia, Central Asia and the Caucasus.
Zardari suggested to the summit that his government wanted to resolve the issue, saying officials had been told to "conclude negotiations."

The nation's largest bank has said publicly that its losses on the trades have surpassed $2 billion, and people familiar with the matter have said they could over time reach $5 billion.
But the losses could be even bigger if the company sells its positions into a market that has turned against its positions, some traders say. Improvements in the markets could slice the bank's losses.
So the basic issue seems to be: Unwind now and stomach large losses, or wait and hope that things improve.
Either way, it's clear that JPMorgan has a live and active problem on its hands.

G8 leaders sent a strong message to Iran on Saturday that tough energy sanctions would be firmly applied, vowing to ensure oil markets are adequately supplied and to prevent soaring crude prices.
The move came days before the next round of nuclear talks between global powers and Iran over its nuclear program and ahead of the imposition of a European Union oil embargo against the Islamic Republic on July 1.
President Barack Obama, leading the Group of Eight summit at his Camp David retreat, said that he was "hopeful" that Wednesday's talks in Baghdad would be productive, and stressed major powers were "unified" against Iran.
In what one official called an "unusual" statement, leaders meeting at Camp David said they would keep a close watch on oil supplies and would ask the International Energy Agency to take action if needed.
There have been concerns that a dearth of Iranian oil could send prices soaring, harm economic growth, further destabilize reeling European economies in Greece and Spain, and send gasoline prices soaring in the United States.
The leaders noted that there had been increasing disruption to oil supplies in recent months, posing a substantial risk to economic growth, and said major producers had upped output as a result.
"Looking ahead to the likelihood of further disruptions in oil sales and the expected increased demand over the coming months, we are monitoring the situation closely and stand ready to call upon the International Energy Agency to take appropriate action to ensure that the market is fully and timely supplied."
Obama struck an unusually upbeat note on the talks with Iran in Baghdad, emphasizing that world powers agreed on how to tackle the crisis, in an implicit contrast to Iran's deepening isolation.
"We're unified when it comes to our approach with Iran," Obama said, surrounded by leaders of the Group of Eight rich nations club in his Laurel Lodge cabin at the wooded presidential retreat in Maryland.
The US leader, facing a delicate diplomatic balancing act on Iran as he runs for reelection, also warned that Iran's inability so far to convince the world its nuclear program was peaceful was "of grave concern to all of us."
He said all the leaders agreed that Iran had the right to a peaceful nuclear program, if it complied to international rules, and were "hopeful" about the talks in Baghdad.
Washington says it is committed to a peaceful resolution to the nuclear crisis, but has warned that all options, including possible military action, are on the table.
Iran had earlier offered a possible hint that punishing US and European-led sanctions may be having an impact, a factor boosting hopes among foreign powers that the Islamic Republic may take a more conciliatory approach in talks.
Foreign ministry spokesman Ramin Mehmanparast told state media that "no one in Iran is happy about the sanctions" and that they "may cause problems."
He insisted, however, that the measures have no legal basis and "do not really have a significant effect," as he demanded they be lifted.
Iran is due to meet representatives of the so-called P5+1 group, comprising five permanent UN Security Council members plus Germany, in Baghdad on Wednesday for the second round of talks revived in April after a 15-month impasse.
The New York Times reported that US negotiators were allowing themselves to have hope going into the talks, after years of painstaking and fruitless diplomacy with Iran over its contested nuclear program.
"They're nervous enough to talk. Whether they're nervous enough to act, we don't know yet," the paper quoted a senior Obama administration official as saying.
Tehran denies Western allegations its nuclear program may have a military component to develop weapons.
The Iranian economy has taken a significant blow from the gradual tightening of the sanctions since 2010, despite official assertions that the sanctions have been so far ineffective, foreign experts say.
Sanctions on the banking sector have disturbed or slowed down imports, whose cost have increased on average by 20 percent, according to Iranian importers.
Sanctions have also led to late payments to Iran from its oil sales, sometimes forcing Tehran to accept payments in the form of gold or local currencies, or to sign barter contracts.
And the European Union embargo is already having an impact, as several major customers of Iranian crude, including India, Japan and Turkey, have announced a reduction in imports.
